How to deal with users (not their posts)

We have the flagging system in place for dealing with inappropriate posts and messages, but not all bad behaviour consists of writing bad posts and messages.

A user can vandalise TA through edits, invalid flags, wrongful (un-)tagging, and by choosing an offensive and/or illegal user name or avatar.

How do we deal with this type of behaviour?
