Could you add possibility to add descriptions for tags.

Tags can now have a description which will appear in the hover tooltip. 

I've closed the GitHub issue but [opened a new one](https://github.com/topanswers/topanswers/issues/80) about a 'tag crew' who will actually be able to add descriptions — until then, please feel to discuss/request tag descriptions individually or in bulk on community meta posts
