Unexpected behavior when I enter a newline into the tag input field

The interface for adding tags to questions confuses me quite a bit. One thing I stumbled upon today is how when I press the Enter key while the input field for tags is selected, my post actually gets submitted and saved as a draft. This is quite unexpected and I think you should consider it as a bug.
