I'd like to see a rust community

Exactly what the title says, rust is a very popular language and is already being used in production, so that might be a useful thing to have. On stack overflow rust tag has almost 20000 questions, and I think its about time to have it here. Alternatively, we could merge C, C++ and other low-level languages to create a low-level section so to not create community for every low-level language.

Yes, Rust is a great candidate for TA, and personally a language I wouldn't mind dipping in to, so this is a simple decision.
