Much of the chat functionality is obvious / consistent with other sites (at least StackExchange), but some is not. It would be great if there was an easy (and obvious) way to find the info on exactly what can, and cannot, be done in the chat area.

That "help" icon sounds perfect (especially if the icon itself is &#x1F640; or even just &#x1F631;). Taking someone to a page with _all_ of the options (including the existence of the sandbox) and behaviors, with a brief summary in hover text (`<esc>`, `<enter>`, and `<shift> + <enter>`) would work for new and regular users, and allows for future growth as features are added.
