When I `↪ reply-to` chat message `A`, then message `A` is highlighted.

This is the "simple" reply format and the "_replying to_" link gets a simple URL based on the `community` + `chat room` ^(usually)^ + `message id`.
Another situation though is replying to a message that's far enough in the past that it is not visible. Then, the URL is prefixed with `transcript?` and will navigate you away from the current chat room to get to original message. This breaks the flow of the conversation somewhat.
As a workaround, you can copy the "_replying to_" link (if you're eagled-eyed enough to notice it's a transcript link) and paste it in chat for a one-box preview.

Instead, would it be possible to add the text of the original message `A` to a tooltip or something to help me get context of the response without loading a whole new page?
