Page size preferences aren't being honored

I've got my pagesize preference set to 25/page, and the pagesize cookie reflects that... but I'm still only seeing 10 items per page. If I toggle the preference back to 10 and then back to 25, I see the correct 25 items, but as soon as I reload it goes back to 10 again.
